Contracts and Procurement Manager

Contracts and Procurement Manager required who must have at least 6-8 years of experience relevant to the Job Requirement.

Position: Contracts And Procurement Manager

Location: Oman
Job Purpose:  
Procurement and subsequent overall commercial management of Network, IT and Commercial Vendors including pre-qualification, management of the tendering process, award of contract (s) and subsequent commercial management of the Vendors.
Main Tasks & Responsibilities:
· Contract Management of the Turnkey Network vendor including negotiation of new contract, Support and Maintenance Contract and Change Orders
· Management and co-ordination of Production of pre-qualification and tender documents for Civil Works Contractors, future minor civil works including internal sites, power, lease lines, fibre optic, switch build vendors, etc, transmission equipment, towers and shelters.
· IT vendors (billing, etc) and Consultants
· Commercial Requirements, i.e. Marketing & Sales
· Co-ordinates relevant information from internal departments, i.e. Technical Specifications, Test and Acceptance Criteria, etc.
· Reviews tender documentation for completeness and issue to Vendors 
· Tracks tender documents, i.e. when they are returned ensure that copies are issued to the relevant departments and track their progress through those departments.
· Reviews and evaluate the commercial aspect of the tender responses
· Arranges interdepartmental review of Vendors
· Negotiates with the tenderers
· Recommendation and presentation of reviews to Senior Management
· Production and Negotiation of Contracts
· Manages the Commercial aspects of the service as defined in the contract
· Advises the Project Management team on remedy's within the contract if poor performance is encountered
· Involvement in assessment, review and negotiation of any additional costs requested by the Vendors
· Reviews of any changes in internal/external procedures/processes to ensure compliance with the agreed contract
· Risk management if the above are not in accordance with the Contract.
· Provides problem management for the Commercial element of the contract
· Provides change management for the Commercial element of the contract
· Conducts regular review meetings with the Vendors
· Develop, manage and maintain commercial relationships with the Vendor to ensure that they meet the companies objectives w.r.t. time, quality and cost.
· If required escalates issues regarding the contracts including all relevant information.
· Manages the production of regular communications
· Line Management of Commercial and Technical Sourcing Specialists
· Mentoring and training of staff
· Applies financial control in line with management objectives
· Ensures that initial placement of Contracts is under budget
· Involves in financial monitoring of contracts and early identification of cost increases.
· Provides relevant information for the P&L Vendor Management.
