Qualification:

• Bachelor Degree in Civil Engineering.
Experience:
• 10+ years in the Civil Field.
• Minimum 3 years experience in the Telecom field.
• Minimum 2 years Hands – on experience in designing, planning and building civil structures and services in mission critical facilities.
• Experience in organization of a department in a start-up mode, previous experience in building teams and departments.
• High level knowledge of civil requirements in telecom facilities.

• Build/Lead/Manage the team of civil Engineers to design & Build the civil works and services in the upcoming construction projects of technical facilities.
• Ensure that company’s policies and procedures are being followed.
• Review current policies and prepare managerial reports periodically and propose changes to reflect organizational changes.
• Personally manage the more strategic RFP’s, frame contract negotiations, and contract management related to technical facilities and antennae structures such as radio towers and masts.
• Present weekly update reports to management on department activities
• Analyze arising ad-hoc issues and come-up with solutions
• Act as one point of contact for the different stakeholders fulfilling the account management role.
• Work closely with other Technical teams & business units to keep informed of industry trends and identify long in advance potential future projects.
• Effectively manage the assigned consultants and contractors for civil and structure projects and ensure the timely completion of all the projects.
• Plan and develop strategies to support current and future internal and external civil and structure related technical facility needs.
• Plan, organize, and staff his/her section as per the need and the priorities of the organization
• Review team performance and propose development plan.
• Work closely with Technical Facilities divisions to ensure the success of whole Civil & EM Department.

• Plan and develop Du’s Technical Facilities infrastructure to expand and/or enhance its current systems and services.
• Set short and long term plans for the future expansions and enhancements of the Technical Facilities and radio towers and masts requirements across the UAE.
• Prepare budgets and optimize cost of the civil Development & expansion and enhancement projects to extend services nation wide.
• Monitor quality of the designs and implementations of the civil infrastructure expansion and enhancement projects.
• Participate in planning, designing, implementation of civil expansions and enhancements in existing facilities.
• Develop, direct and/or projects manage internal and external projects with secure timely delivery of projects with high standard and specification and budget compliance.
• Review and analyze technology and service models on regular basis. Recommend and implement design and changes for improvement in the same.
• Prepare section and projects manpower plans and identify skills and training needs.
• Carry out feasibility studies and evaluations for the new and existing projects in coordination with other du departments and units.
• Liaise with sections within du and other business units to introduce, develop and rollout new telecom related civil works.
• Prepare regular progress reports of the activities related to the Civil – Technical Facilities Development expansion and enhancement projects.
• Set standards for projects documentations of Civil - infrastructure design.
• Cooperate with other entities (e.g. EM, Facility) to ensure viability and compatibility of design choices.
• Assist in the development of all inter-departmental and cross functional processes and templates to standardise functions, guarantee efficiency and responsiveness, and the delivery of quality output
• Maintaining working relationships with various operating entities to enhance coordination and cooperation and participate in cross functional committees..
• Set objectives and conduct performance appraisals and quarterly reviews with civil team members.
• Ensure all resources required by team members to perform effectively are adequately provided
• Responsible for the development of the annual Civil – Technical Facility plans. This would include the strategic directions for the Network Development and the plans to achieve them.
• Developing civil product definition documents, including descriptions of structure features and attributes and related specifications. Developing policies, procedures guidelines for the product.
• Develop detailed specifications and cooperate with different units of Network Development to ensure viability and compatibility of design choices.
• Align technology solutions with business strategies and work primarily with senior management.
• Analyze and lead change of business processes through utilization of appropriate technologies.
• Develop & Implement strategies and advise on the feasibility of civil related advancements to serve Technical Facilities requirements.
• To liaise with suppliers/contractors and update the knowledge base.
• Review of established systems and preview of the up coming requirements.
• To Research and Develop technology requirements and oversee implementation and provide reviews. To manage resources to maintain and achieve the targets set
• To conduct Civil design reviews, in conjunction with the respective groups of business continuity and disaster recovery and recommend enhancements where necessary.
• Produce recommendations to resolve weaknesses related to civil works.
• Enhance productivity and morale of the subordinates and in turn delivering the best solutions and services to the end users.

• Define, Assess and prepare budgets and to assist the senior director in preparing the departmental budgets.
• Assist in developing and monitoring the KPIs for the Civil Unit.
